Agency to make GIS-based drainage plan: Govt to HC

Guwahati: The state govt submitted an additional affidavit before the Gauhati high court, stating that a consultancy service agency was engaged for the preparation of a GIS-based comprehensive drainage master plan and a DPR for Guwahati to resolve the flooding issue.

The state govt, in the affidavit, also stated that the work order was issued to the said agency, Royal Haskoning DHV, on Aug 21. It is further stated in the additional affidavit that an inception report, prepared by the service agency, is comprehensive, encompassing every aspect to address the predicament of flooding in Guwahati city, particularly during the monsoon.

The bench of Chief Justice Vijay Bishnoi and Justice N Unni Krishnan Nair was hearing a PIL on Monday filed by the North East Eco Development Society earlier this year regarding the flooding issue in Guwahati. The case will be heard after one week.

During a hearing of the petition in Sept, the court expressed optimism that efficacious measures would be implemented at the earliest to tackle the flooding issue. Advocate General D Saikia then submitted before the court that the state was prepared to utilise the services of retired IFS officer Akash Deep Baruah, who proposed several solutions for addressing the flooding in the city.

In Aug, the court directed the state govt to present the existing plan and future comprehensive strategy to address the predicament of waterlogging and flooding in Guwahati before the court. During the autumn session of the assembly, housing and urban affairs minister Ashok Singhal, while responding to a query, informed the house about engaging the consultancy service agency to prepare the GIS-based detailed drainage master plan for Guwahati to mitigate floods.
