Labour Ministry Introduces 10 Welfare Schemes on e-Shram Portal to Support Unorganised Workers

The Labour Ministry has launched 10 new social welfare schemes on the e-Shram portal, aiming to extend benefits to the 300 million unorganised workers registered on the platform. This initiative seeks to boost employment opportunities and improve living standards for India's vast workforce.

“Going forward, the government will integrate all welfare schemes into the portal, creating a comprehensive database for eligible beneficiaries across India,” an official said.

The Ministry has encouraged aggregators to register themselves and their platform workers on the e-Shram portal, which is becoming a one-stop solution for unorganised labour access to various social security programs. This registration is vital for ensuring that workers can utilize these social welfare benefits, while aggregators will assist in developing an accurate beneficiary registry.

To facilitate the onboarding of gig and platform workers, a new module has been developed on the e-Shram portal. This module allows for the verification of platform workers registered through aggregators. The testing of this module with selected aggregators has been successfully completed, providing precise data about platform workers based on their activities. This will enable the Ministry to tailor schemes specifically for them.

According to NITI Aayog, there are currently over one crore individuals working as gig or platform workers in India. To streamline the registration process, the Labour Ministry has issued an advisory that includes a Standard Operating Procedure (SOP) outlining the responsibilities of aggregators. This includes registering workers and keeping their data up to date.

Once registered, platform workers will receive a Universal Account Number (UAN), granting them access to essential social security benefits. Aggregators are required to regularly update workers’ information, including their work engagements and payments. They must also report any exits promptly to ensure accurate records.

To support the onboarding process for workers and aggregators, a toll-free helpline (14434) has been established to provide information, assist with registration, and resolve any technical issues.

In addition, Mandaviya announced that data for ten schemes, including PMSVANidhi for street vendors, MGNREGA, Pradhan Mantri Awas Yojana Gramin (PMAY-G), and Ayushman Bharat (AB-PMJAY), have been integrated into the e-Shram database in the past 100 days. Previous mappings were completed with Skill India Digital, NCS, and PMSYM.

“Future integrations will include schemes like PM Matru Vandana Yojana and Shramik Suraksha Yojana,” Mandaviya noted. The portal will help identify registrants who have yet to receive benefits, allowing targeted assistance based on eligibility.

“Currently, the integration of Phase-I is in progress, and the One-Stop Solution is expected to launch within the next month or two,” Mandaviya added.
