AICC leader Rahul Gandhi will on Tuesday kick off issuing of deeds of ownership of houses to 1,11,111 people at an event in Hospet in north Karnataka region marking the completion of two the Congress government in the state.
This would fulfil a pledge Gandhi had made during a visit to the state in 2015. The title distribution to nomadic, semi-nomadic and other rural farming communities will be the flagship event on Tuesday, projecting Krishna Byre Gowda’s work as revenue minister over the past two years.
Following up on Gandhi’s pledge, Siddaramaiah, during his first stint as CM, had the law amended per recommendations of a task force providing for declaration of these hamlets as “revenue villages” and issue title documents to individual houses, the revenue minister told ET. AICC president Mallikarjuna Kharge, Siddaramaiah, and AICC general secretary RS Surjewala will also participate in the celebrations.
Krishna Byre Gowda called Tuesday’s scheduled distribution of titles as the largest such campaigns in India, covering about six lakh people. “In this program, we dedicate (Samarpane) the work done over the last two years, we rededicate (Sankalpa) ourselves to more service to people in years ahead,” he said.
“Our government started this campaign during our previous regime. We are determined to complete it,” the minister said.
These settlements were on public (Govt) or on private lands. In either case, the settlements were not recorded as villages. They will now be recognized as revenue villages.
“Since the Congress came back to Govt, we have taken this as a major campaign and are determined to complete the exercise. In two years, we have generated home-ownership titles for more than one lakh families. We are also determined to complete the remaining about 50,000 title work over the next six months,” he said.
“We have done many impactful programmes over the past two years, but we have picked this one for Tuesday’s event. These habitations have been without legal sanctity, and they are from nomadic, semi-nomadic and from rural farming communities,” the minister said.
The government issued about 36,000 title deeds between 2017 and 2019 and about 72,000 deeds from 2019 and 2023.

Gowda said the title documents the government was issuing are digital. This would prevent difficulties arising from lost, damaged, tampered physical-paper records. “Going even further, to ensure absolute certainty of ownership, the government is executing a registered absolute title deed in favour of the beneficiary,” the revenue minister said.
“We have noted that these beneficiaries face exploitation when they try to obtain entry in the property register of the local body. In fact, of the 1.2 lakh titles issued in the six years between 2017-23, only about 5000 have obtained property Khata in gram panchayats. Our current campaign ensures that every registered title document is pushed digitally to the grama panchayat property registry, and digital Khata (E-Swathu) was generated for every single beneficiary by default.
